A practical buyer’s guide to choosing the right delivery model for enterprise AI work—and knowing when a hybrid is stronger.

Use an independent senior consultant when the main constraint is ambiguity, alignment or temporary leadership capacity. Use an agency when the scope is clear enough to mobilise several specialist disciplines in parallel. Build an internal team when the capability will be strategically important, continuous and owned for the long term.

Choose for the constraint—not the label
The useful question is not which model sounds most capable. It is what is preventing progress now. When an independent AI consultant fits

- Advantage: a broader team can be assembled under one commercial arrangement.
- Watch-out: confirm who will actually do the work, how senior judgement remains involved and what capability transfers to your organisation.
When an internal team fits
An internal team is the right destination when AI delivery is an enduring organisational capability rather than a temporary intervention. Internal ownership is especially important for product decisions, operational knowledge, data stewardship, risk acceptance and continuous improvement.
- Best fit: a sustained portfolio with executive sponsorship and a credible operating model.
- Advantage: knowledge, accountability and learning remain inside the organisation.
- Watch-out: hiring before priorities and roles are clear can create an expensive team without a workable mandate.
The hybrid model is often the practical answer
A senior consultant can help define the opportunity, establish decision rights and mobilise the first delivery sequence. Internal leaders retain ownership. An agency or specialist partners can then add capacity against a clearer scope. The objective should be a stronger internal operating capability—not permanent dependence on any external supplier.
Six questions before choosing
- What decision or outcome must change? If this is unclear, start with senior discovery rather than a large build team.
- Is the scope stable enough to scale? Parallel delivery helps only when the work can be coordinated around explicit outcomes.
- Which responsibilities must remain internal? Business ownership, risk acceptance and operational accountability cannot simply be outsourced.
- What evidence should the first phase create? Define the decision pack, prototype evidence, operating model or delivery roadmap before procurement.
- What capability should be stronger afterwards? Make knowledge transfer and internal enablement part of the engagement.
- How will you stop or reshape the work? Agree review points so sunk cost does not become the strategy.
